Biography
Mateusz Chołodecki is a Visiting Fellow at the European University Institute in Florence, where he conducts research on the regulation of the postal market and the digital transformation of public services. He is also a postal and telecommunications regulatory lawyer and legal advisor to leading participants in the logistics and telecom sectors. He has served as a regulatory expert for national and international organizations and authorities.
Dr. Chołodecki defended his doctoral thesis at the Faculty of Law and Administration of Adam Mickiewicz University in Poznań (Poland), where he was also a faculty member from 2012 to 2020. His thesis focused on the role of regulatory authorities in the telecommunications market. He holds a master’s degree in law from the same university.
Dr. Chołodecki has published extensively on postal, telecommunications, and digital regulatory issues. His current research explores the evolving role of regulatory bodies and the intersection between postal services and electronic (digital) communications.
