Biography

Howard is an independent consultant working in the field of technology standards. He began his career in 1982 and went on to complete his degree and PhD at Bradford University before moving into radio-based communications in 1989. His standards work started at ETSI in 1993 on GSM (SMG2), followed by contributing to the creation of 3GPP and chairing 3GPP RAN4 from 1998 to 2007.

He served as a Board Member of ETSI from 2008 to 2023 and is currently a member of several advisory boards for UK universities and research programmes. He retired from his role as Vice President of Communications Research at Samsung Electronics R&D Institute in 2024 but continues as Visiting Professor at Bristol University and Honorary Professor at Queen’s University Belfast.

Howard also sits on the UKTIN government advisory committee on the future of communications technology in the UK, where he co-chairs the standards group. He currently works with ETSI on the development, promotion, and implementation of their Master Tech Standardisation programme.
