Biography
David Eaves is Co-Deputy Director and Associate Professor in Digital Government at the UCL Institute for Innovation and Public Purpose (IIPP), where he specializes in digital era public administration, digital transformation, and the governance of digital public infrastructure.
David co-founded Teaching Public Service in a Digital Age, which curates an open-licensed curriculum now used by hundreds of faculty worldwide to teach essential digital competencies for future public leaders. His work on digital public infrastructure—including establishing the Digital Public Infrastructure Map—has become a key resource for researchers, donors, and international development banks globally.
He has served on expert government advisory panels in multiple countries, including the UK, South Africa, Brazil, and Canada, bringing practical expertise to digital transformation efforts. David also serves on the investment committee for Codevelop, a non-profit supporting the development of safe and inclusive digital public infrastructure.
In addition to his work in academia, David co-founded and served as CEO of ReCollect, a civic tech startup that scaled to serve over 400 governments across North America and the UK, giving him firsthand experience in delivering digital services at scale.
