The postal and delivery sector is undergoing profound change. The European Commission's forthcoming EU Delivery Act is expected to merge the Postal Services Directive and the Cross-Border Parcels Regulation, reframing regulation around "delivery as a service". Meanwhile, countries in Europe and beyond are adjusting the universal service as letter volumes decline - Denmark has become the first country to end universal service letter delivery - and postal networks are increasingly regarded as critical infrastructure in light of geopolitical, climate, and cyber risks.

Against this backdrop, the 35th Conference on Postal and Delivery Economics and Policy will bring together leading academics, policymakers, and industry leaders to reflect critically on the future of postal and delivery services in an era of rapid digital, economic, and societal change. Participants will explore pressing issues, including regulatory reform, competition, digital transformation, AI-driven innovation, sustainability, and inclusion. To enrich the debate, the Conference invites rigorous, forward-looking contributions on the current and future challenges facing the sector.

About the Conference

For over three decades, the Conference on Postal and Delivery Economics and Policy has served as a key reference point for postal and delivery research and debate. Organised by the Centre for a Digital Society at the European University Institute, the 35th edition will once again feature academic, policy, and business contributions, creating a unique space for data-informed, multi-disciplinary dialogue between researchers, regulators, and practitioners.

Call for Submissions

Academics, regulators, policymakers, and industry practitioners are invited to submit proposals by 30 October 2026. Contributions may take two forms:

•   Research Papers (6,000-8,000 words), presenting original, unpublished research and eligible for the conference's annual peer-reviewed edited volume published by Springer; and

•   Policy and Practice Papers (up to 3,000 words), offering concise, evidence-based analyses of concrete policy, regulatory, or operational questions.

Notifications of acceptance will be sent by 30 November 2026, and final papers are due by 15 April 2027.
