Digital rules are multiplying, but are regulators’ data capabilities keeping pace? In an era of algorithms, real-time platforms and ever-denser and more complex digital legislation, effective enforcement now hinges on how well authorities can turn raw data into insight and action. This round-table gathers practitioners who have built in-house data, tech and analytics units to explore how these teams boost enforcement, steer policy and future-proof agencies in an algorithmic economy.
In response to the proliferation of data-intensive digital cases, competition and sector regulators have increasingly institutionalised dedicated data units. Often inaugurated as modest teams within enforcement or research directorates, these units have matured into transversal hubs that convert raw datasets into probative evidence, operational tools and forward-looking insights. This roundtable will interrogate alternative models for their creation and placement within organisational structures, the mechanisms for embedding their expertise across investigations and market studies, and the optimal blend of engineering, analytical and other relevant skills, particularly against the acute recruitment constraints public authorities face in an increasingly competitive talent market. Further discussion will explore governance frameworks, modalities of collaboration with external experts, and the cultural transition from ad-hoc experimentation to agency-wide, reusable solutions. The session ultimately aims to distil actionable lessons and common pitfalls for authorities seeking to enforce the rapidly expanding corpus of digital regulation.
